Reflections for Adoption Day

Singer Cho Young-nam once retold the first time he met his adopted daughter. “Late one day, I went to a child care center where my wife said she came across a girl she liked and asked me to go over and see for myself.” While he was walking down the corridor, he heard whispers from caregivers saying they wished Eun-ji would be chosen because otherwise she would be headed to the orphanage a few months later. As he was about to step into a room where he could choose a toddler, he suddenly heard a loud voice inside his head crying out how wrong this was. “I wasn’t on a shopping spree. I shouldn’t be checking out a girl as if she was a pretty shoe to buy!” With that thought, he returned to the center’s office and asked for a girl named Eun-ji. On that day 15 years ago, a 5-year-old girl found a home with the Cho family instead of the orphanage.
Today Korea commemorates Adoption Day. Up until the early 1990s, few were brave enough in this conservative society with its deep-rooted notions of family blood to open up about adopting a child. But as society has grown more accepting, it is no longer a hush-hush matter; about half of adoption cases last year were administered openly through agencies.
Still the country is dogged with the stigma of sending so many of its babies to homes overseas. Since 1958, when the country first started keeping records of overseas-bound adoptions, the total of Korean-born adoptees has numbered 160,000.
American Brooke Newmaster, while visiting the land of her birth, testified how adoptees live with the pain of having to time after time explain and convince others as well as themselves of their identity. Sweden-raised Tobias Hubinnet in his study on the connection between overseas adoption and Korean nationalism, chastised the country of their birth; the government not only saved huge sums in welfare costs but pocketed $4,000 to $7,000 in fees for each baby sent abroad. They feel they were abandoned by their motherland as well as their birth mothers.

작년 국내입양 6년래 최저
오늘 ‘입양의 날’

11일로 제4회 ‘입양의 날’을 맞았지만 지난 한 해 동안 국내에서 입양된 숫자가 2003년 이후 6년 동안 최저인 것으로 밝혀져 ‘입양의 날’ 제정 의의를 무색하게 하고 있다. 특히 장애아에 대한 국내입양은 여전히 매우 낮은 수준에 머물고 있는 것으로 나타났다.
보건복지가족부가 임두성(한나라당) 의원에게 제출한 자료에 따르면, 최근 6년(2003〜2008)간 장애아의 해외입양은 3428명으로 이 기간 장애아의 국내입양 135명보다 무려 25.4배나 높게 나타났다. 장애아를 기피하는 국내입양 실태가 반영됐다는 분석이다.

입양가정에 수당 + 보육료 용인시, 최대 38만원 지원

13세 미만의 아동을 입양할 때 매달 10만원의 입양아동 양육수당이 지급되는데도 국내입양이 저조하자 자치단체들은 입양가정에 별도 보육료를 지원하는 등 적극적인 입양정책을 시행하고 있다.
경기 용인시는 만5세 이하의 입양아동을 둔 가정에게 17만3000~38만6000원의 보육료를 지난 1월부터 지원하고 있다. 지원대상은 용인에 부모(1인이상)와 입양아동이 6개월 이상 거주하며 보육시설이나 유치원을 이용하는 가정에 해당되며 118명의 아동이 보육료 혜택을 받고 있다. 수원시도 ‘수원시자녀출산・입양 지원금 지급 조례안’을 제정, 셋째 아동을 출산하거나 입양을 할 경우 올해부터 1명당 50만원씩의 지원금을 지급하고 있다. 인천시 동・서구와 남동구도 입양을 하거나 셋째 아이를 출산할 때 100만원의 축하금을 지원해주고 있다.

입양의 날
입양(入養) 하면 김성이씨가 생각난다. 지금 사행산업통합감독위원장을 맡고 있지만 지난해 3월부터 그해 8월까지 보건복지부 장관을 지냈다. 그는 대학원 졸업 직후인 1975년 미국 유타주립대로 유학길에 오르며 두 명의 입양아를 ‘에스코트’했다. 해외입양아를 양부모에게 데려다 주는 대가로 비행기삯 일부를 보탤 수 있었다. 아르바이트 삼아 기내에서 16시간동안 우는 아이들 달래가며 밥 먹이고 재우는 일을 했다. “공항에 양부모가 나왔는데, 문제는 애들이 제게 딱 달라붙어 떨어지려 하지 않는 겁니다. 마음이 그렇게 아플 수가 없었어요. 애도 아는 거죠. 이제 피부나 생김새가 다른 사람들에게 가는구나 하고…” 사회복지학 교수가 된 그는 해외 입양을 비판하는 글을 여러차례 남긴다.
2008년 3월28일 그는 장관으로서 서울 마포구 합정동 홀트아동복지회를 찾았다. 미국 아이오와 주에서 미국인 양부에게 살해당한 입양 한인 네 자녀의 빈소가 차려졌기 때문이다. 그는 조문을 마치고 “이 땅에 태어난 모든 아이들이 이 땅, 우리의 품에서 자랄 수 있도록 하겠다”며 국내 입양에 대한 경제적 지원책을 모색하기에 이른다.
2007년들어 국내입양(1388명)이 해외입양(1264명)을 처음으로 앞질렀다. 6・25 전쟁 고아들이 비행기를 타기 시작한 지 반세기 만의 변화는 당시 유시민 복지부 장관이 생후 6개월이 지나지 않은 영아를 국내에 붙잡아 두도록 한 데 따른 착시(錯視)에 다름 아니다. 그 기간에 국내 입양 노력을 기울이라고 했지만 ‘대기 기간’에 국내 입양이 이뤄진 사례는 거의 드물고 결국 해외 입양만 순연시킨 셈이 됐다. 실제로 2007년 해외 입양은 2006년 1899명에서 600여명이나 줄었고, 국내 입양의 감소 규모를 추월했다.
해외 입양 규모가 1958년부터 2008년까지 모두 16만명을 웃돌아,세계 1위의 ‘아동 수출국’이라는 오명을 여전히 벗어나지 못하고 있다. 해외 입양아 95% 이상이 미혼모 자녀인데도, 아이를 기르려는 미혼모는 외면당하고 있다. 2008년 입양된 장애 아동은 29명에 그쳤다. 5월11일은 정부가 정한 제4회 입양의 날. 가정의 달인 5월에 한 가족(1)이 한 아동(1)을 입양해 새로운 가족(1 + 1)으로 거듭나라는 의미를 살리지 못하고 있다.

Adoption Settling Here Steadily

Living with someone who is biologically unrelated is still a big challenge for most Korean families. Korea used to be one of the largest ``exporters'' of infants for adoption and underneath the figures, the rejection of strangers has been going on for a long time.
However, things are changing. The Ministry for Health, Welfare and Family Affairs has taken various steps to ``pull up the domestic adoption rate.'' Civil servants who adopt can get paid leave of several weeks so that the family can get to know each other, as well as child raising costs.
